Gregory Marty is Vice President of Technology Solutions at Avetus Partners, leading the design, delivery, and optimization of enterprise healthcare IT solutions for federal clients. With over three decades of experience architecting and implementing mission-critical healthcare technology systems, Greg brings a sophisticated understanding of both the technical and operational requirements that drive successful government technology initiatives.
As VP of Technology Solutions, Greg oversees the full lifecycle of complex healthcare IT deployments, from initial solution architecture and technical planning through implementation, integration, and operational excellence. His expertise encompasses healthcare data systems, enterprise network infrastructure, electronic health records (EHR) modernization, identity management solutions, and large-scale IT infrastructure transformation programs.
Greg’s deep technical acumen is grounded in real-world execution. Most recently, as Project Manager for a Veterans Administration Healthcare Identity Management contract, he led a team in delivering advanced identity management services for the de-duplication of Veteran health records—nearly doubling team output in just four months through innovative process engineering and technical optimization. His technical leadership successfully bridged contract teams, subcontractors, company management, and VA stakeholders, translating complex healthcare IT requirements across diverse technical and business audiences.
From January 2020 through February 2025, Greg held critical technology leadership roles supporting the VA’s Test and Evaluation (T&E) program under the Office of Electronic Health Record Modernization (OEHRM). Operating at the nexus of enterprise EHR systems and government healthcare technology, he managed daily operational reporting on system interfaces serving the entire OEHRM program while interfacing with Senior Executive Service leadership. His most significant technical achievement came when he assumed control of the Vista Test Project—a struggling initiative tasked with standing up 130 Vista Test environments mirroring VA production systems. Without advance preparation, Greg rapidly transformed this underperforming technical initiative into a showcase success that not only met but exceeded all senior leadership expectations through innovative infrastructure planning and execution.
Greg’s technical solutions experience is anchored in military healthcare IT environments where mission criticality and operational demands have been unforgiving. As Department Head and Chief Information Officer at U.S. Naval Hospital Okinawa, Naval Medical Center Portsmouth, and U.S. Naval Hospital Keflavik, he designed and operated comprehensive IT solutions supporting clinical environments ranging from 400 to over 12,000 users. His infrastructure solutions managed between 800 to 14,000 TCP/IP network devices and thousands of integrated workstations and servers with complex software ecosystems serving direct patient care. Annual technology budgets under his purview reached $7.5 million, enabling strategic infrastructure investments and system modernization initiatives.
Greg’s most demanding technical leadership assignment came as Computer and Communications Officer (S6) at NATO Role 3 Multi-National Medical Unit in Kandahar, Afghanistan, where he engineered the complete technical transfer of IT capabilities from a field hospital to a new $50 million multi-national facility without service interruption. His solution involved seamlessly coordinating nine disparate networks owned by separate coalition service providers—a complex integration challenge that required innovative architecture and flawless execution. His technical innovation in integrating the theater’s first 64-slice CT scanner into the TCP/IP network improved casualty care outcomes by optimizing bandwidth for critical medical imagery transfer to higher echelons of care.
At the enterprise solutions level, Greg served as Director and Deputy Director of Enterprise Services at Naval Medicine Information Systems Support Activity, where he led the $400 million, four-year Enterprise Services Modernization Program transforming Navy Medicine’s entire IT infrastructure into a state-of-the-art service delivery platform. Leading 33 military and civilian staff plus 200 contract personnel, he implemented enterprise core network services including Active Directory, email systems, and comprehensive Information Assurance/Security programs protecting critical network gateways. This large-scale technology transformation program positioned him as an expert in enterprise-scale healthcare IT modernization—a discipline directly applicable to VA EHR modernization and federal healthcare technology initiatives.
Greg holds a Master of Science in Information Technology Management from the Naval Postgraduate School, a Master of Science in Management with Healthcare emphasis from the University of Wisconsin-Milwaukee, and a Bachelor of Science in Business Administration (Finance) and Communication (Broadcasting) from the University of Wisconsin-Stevens Point. He maintains a Certificate in Advanced Data Communications from the University of Washington Extension.
