Chuck is a visionary IT executive with over 30 years of experience driving technology transformation and operational excellence across some of the nation’s most critical federal agencies and mission-driven organizations. Renowned for his strategic acumen and relentless pursuit of innovation, Chuck has built a legacy of modernizing enterprise IT frameworks, championing software modernization, and aligning technology investments with complex mission objectives.
Most recently, as Director of Enterprise Technology Governance at the Department of Homeland Security (DHS), Chuck orchestrated department-wide IT governance, pioneering initiatives that revolutionized software acquisition and delivery, advanced cybersecurity oversight, and set new standards for operational performance. His leadership was instrumental in launching groundbreaking programs, such as the DHS-wide Operational Technology/Internet of Things initiative and the development of AI policy frameworks, ensuring responsible and secure adoption of emerging technologies.
His distinguished career includes senior roles at the U.S. Army Corps of Engineers, where he managed a $231 million IT services portfolio supporting 35,000 users globally, and the United States Air Force, where he led IT operations across multiple installations and spearheaded enterprise-scale projects with measurable impact. His expertise spans enterprise IT strategy, federal acquisition and FITARA compliance, agile and DevSecOps leadership, and program and portfolio management.
A recipient of numerous awards—including the Army & Air Force Civilian Commendation Medals and multiple Meritorious Service Medals—Chuck is recognized for building high-performing teams, delivering measurable outcomes, and fostering a culture of innovation and accountability.
